Under the direct supervision of the Chief of Police, the Lieutenant is responsible for providing leadership, oversight, and management to sworn and professional staff personnel. The Lieutenant is responsible for the direct and indirect supervision of all personnel assigned to Patrol Operations and Police Services.

The Lieutenant is also expected to assist in managing the Regional Communications Dispatch Center and is responsible for co-managing and oversight of the University camera system. In addition to this, the Lieutenant is responsible for working to resolve any IT-related issues and projects that address public safety concerns.

The Lieutenant will ensure proper adherence of all applicable department's policies and procedures by department personnel. The incumbent is responsible for the protection of life and property and the enforcement of all pertinent laws within the jurisdiction of the University Police Department, and the California State University, San Bernardino. The incumbent will also be responsible for special event planning and coverage of all special events taking place within the campus jurisdiction. The Lieutenant will manage and supervise the K9 unit, motorcycle unit, and serve as a liaison to allied law enforcement agencies. The Lieutenant will also oversee the firearms training, police fleet, body-worn camera and naloxone programs, as well as other duties as assigned.

Responsibilities include, but is not limited to:
  • Management and Supervision of Police/Investigations - recruitment, hiring, supervision and monitoring of employees; determines performance standards; prepares performance evaluations; oversees overtime and special assignments; develops work assignments and schedules; provides leadership and management for the day-to-day operations; ensures compliance with department policies and procedures, union contracts and other regulatory requirements. Specific areas of supervision include general law enforcement functions; crime suppression; community oriented policing activities; identification and apprehension of violators; preparation of court packages.
  • Investigations - Conduct s confidential investigations and handles cases involving more serious or sensitive incidents; Investigates complaints against employees and ensures compliance with all regulatory policies and procedures; reviews designated activities as they relate to such issues as discipline, pursuits, use of force etc.; initiates corrective actions; recommends discipline; provides review and oversight for all investigations.
  • Planning - Develops strategic plans for his/her area of responsibility that are consistent with the Department, Division and University-wide strategic plans; develops and implements goals and objectives; ensures all services are responsive to the needs of the community; coordinates exchange of information with other law enforcement/public safety agencies; provides oversight for the planning, deployment and response to major or special events and/or emergencies; develops action plans in conjunction with the Emergency Preparedness Manager and ensures that the Department is prepared to handle all types of emergencies and/or disasters.
  • Professional Development - Plans, develops and conducts training for staff; ensures staff receive mandatory, regulatory and professional development training; serves as a mentor for staff, students and volunteers; personally maintains professional credentials and participates in on-going training and educational activities; serves as the manager for the field training (FTO) program (Police and Dispatch); actively serves on University committees or groups as assigned, such as the Threat Assessment Team member; serves as liaison with other departments on campus and within the surrounding community; ensures staff participate in campus/community committees/organizations and personally attends these activities.
  • Fiscal - Assists with the development of the Department budget and ensures fiscal management for funds assigned to the Patrol/Investigations/Records/Dispatch Departments; assists with grants and fund development; assists with obtaining donations and providing services for fees to support the Police Services budget; supports University-wide advancement efforts.
  • Other duties as assigned.

Minimum Qualifications: Required Education and Experience
  • Bachelor's degree from an accredited college or university with major course work preferably in criminology, criminal justice, police science, law enforcement, business administration, public administration, or in any equivalent combination of education and experience.
  • Five (5) years of full-time employment as a peace officer, including four (4) years at the rank of police sergeant or above in a California POST-approved police department.
  • Possess a valid POST Management or Supervisory certificate. Must be able to obtain management POST certification within two (2) years (24 calendar months) of hire.
  • Possess a valid First-Aid/CPR certification.
  • Possess a valid California Class "C" Driver's license prior to appointment and maintain a safe driving record during employment.
  • Possess valid California Commission on Peace Officer Standards & Training (POST) Basic & Supervisory certificates (Must provide POST proof of eligibility ibn accordance with SB 2 and SB 960, complaint with California Government Code 1029 & 1031, prior to employment).

Required Qualifications
  • Incumbent must be able to operate emergency vehicle, firearms, computer, telephone, mobile phone, two-way radio and impact weapons.
  • During an emergency, police officers are required to perform critical tasks as demanded by the event. The scope of responsibilities for this position includes decision-making processes that may have a material financial benefit on the incumbent.
  • Testing Requirements: Qualified candidates will be invited to a panel interview. Selected finalists will be invited to a Chief's 1:1 personal interview. Finalists will be subject to successfully passing a thorough and in-depth background investigation that will include disclosure of personal, financial, and employment history. Felony convictions are an automatic disqualification for the position of a California Peace Officer. Additionally, finalists must successfully pass a psychological exam, a polygraph exam, and a medical exam, prior to being offered employment.

Preferred Qualifications
  • Master's Degree in Criminal Justice, Sociology, Psychology, or related field. University law enforcement experience.

Compensation and Benefits:

Anticipated Hiring Range: $10,000 per month

Classification Salary Range: $4,583 - $14,713 per month

Position Information:

Work status: Full-time/Exempt/At-will

Schedule: Monday through Friday from 8:00 am to 5:00 pm, weekends and evenings may be required.

This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.
