Job Summary:

The Chief of Police manages police, security, and safety functions of all Volunteer State campus locations including TCAT Hartsville and TCAT Livingston locations to ensure a safe environment for pursuing educational objectives by the campus community. The primary responsibilities of this position are to plan, organize, and coordinate the services of the campus police department including overseeing the daily activities and services of campus police department personnel. This position also ensures the physical safety and security of all campuses and their stakeholders; develops training programs for campus police department personnel; oversees traffic control and enforces campus parking regulations; acts as a liaison between the campus police department and various internal departments and external agencies; and fulfills other administrative-level leadership roles as assigned. Under the administrative supervision of the Vice President for Business and Finance, this position supervises sworn and civilian staff, providing 24-hour administrative coverage of all serious incidents and activities that may occur on all campuses associated with Volunteer State.

Job Duties:

Coordinate staff efforts in crime prevention, patrol operations, criminal investigations, charging, radio communications, and parking functions for all college locations, including TCAT Hartsville and TCAT Livingston. Maintain continued surveillance of all areas within department jurisdiction to carry out regulations of the College and enforce federal, state, and local laws when applicable. Responsible for building security and assist as needed with campus key control program. Investigate accidents involving persons or property, identifies probable cause of accident, and pursues appropriate course of action. Provide liaison with Student Services, the Physical Plant and other College offices; remain visible on campus and be readily available to members of the campus community. Provide interface and maintain appropriate liaison with local, state, and federal law enforcement agencies. Coordinate security needs for athletic and other scheduled events to include both parking and event management in cooperation with the appropriate department. Perform shift work and "hands on" police/security functions as necessary, utilizing law enforcement equipment. Coordinate and plan crisis and disaster plan, drills, and activities on campus in conjunction with the College Emergency Response Plan. Responsible for ensuring all aspects of Police Department compliance with POST regulations, including required annual law enforcement certification and other training/workshops appropriate for police/security personnel. Performs complex managerial work in the enforcement of and adherence to Tennessee Board of Regents/College regulations, State of Tennessee Laws, as well as Federal Laws to include Clery Act and Title IX. Oversees the collection and dissemination of crime statistics to appropriate authorities. Responsible for purchasing all security equipment and supplies in accordance with Tennessee Board of Regents (TBR) and College purchasing policies. Manage administrative functions of the department including budgetary needs and long- range personnel, equipment, and vehicle needs; prepare purchase requisitions, review monthly account statements. Develops, recommends, and implements long- and short-range Safety and Security plans for the College. Testifies in court and legal proceedings. Possesses a vision for continuing to build a progressive law enforcement agency with an emphasis on current trends and best practices in a higher education setting. Plans, designs, organizes, directs, and provides overall supervision of personnel, programs, and activities of the department. Provides direct supervision of daily activities and operations of subordinate personnel ensuring instructions, policies, procedures and practices of the department are followed. Ensures the recruitment, training, and supervision of officers and other staff members are thorough and conforming to the department and college mission. Ensures the protection, safety, and security of the campus, students, faculty, and staff. Promotes growth and development of personnel by counseling, instructing, and providing training as needed. Completes performance evaluations, reviews disciplinary cases, and participates in internal investigations as appropriate. Oversees the enforcement of parking rules and other college regulations and issues tickets accordingly. Responds to and/or oversees the response to calls for service, including crimes in progress, reports of crimes or suspicious circumstances, and/or makes arrests as warranted. Oversees weapons and ammunition inventory as well as weapon maintenance. Stays abreast of new trends and innovations in the field of law enforcement by attending training, seminars, and conferences. Supports the mission of the Campus Police Department and that of the college. Other duties as assigned.

Minimum Qualifications:

Meets requirements in the State of Tennessee per T.C.A. 38-8-106 and T.C.A. 38-8-107. Out of state applicants are required to meet Tennessee P.O.S.T certification requirements within six (6) months of hire.
Bachelor's Degree in criminal justice or related field.
Ten years of full-time law enforcement employment involving progressively more difficult assignments, with three to five years having been in a responsible administrative and/or supervisory role.
Proficiency in firearms and non-lethal weapon operation.
Possess a valid Tennessee driver's license. Out-of-state applicants must obtain a Tennessee driver's license within thirty (30) days of hire.
Pass a thorough background investigation, including a favorable criminal background report and motor vehicle record. Must never have been convicted of a felony or crime of moral turpitude.
Pass a medical examination/drug screening and a psychological evaluation. This requirement may be waived if there has not been a break longer than six months of full-time employment as a police officer within the state of Tennessee and the employing agency shares all medical and psychological reports.
Completion of FEMA National Incident Management System (NIMS) Introductory Courses IS-700 and IS-800 within twelve (12) months of hire.

Preferred Qualifications:

Masters Degree in criminal justice or related field.
Working knowledge of Title IX as it relates to law enforcement, the Clery Act and other federal and state campus safety rules and regulations.
Experience working in a campus safety and security environment, as well as knowledge of situations that are unique to college students, events, and functions.
Experience in emergency management and safety preparedness in a higher education environment.
Graduation from executive leadership programs such as the FBI National Academy, or similar program.
Demonstrate experience in the development of appropriate intervention and response plans, special events planning, and ability to collaborate with internal/external stakeholders in an effort to problem-solve.
Possess a broad understanding and working knowledge of a professional and modern campus law enforcement, including investigative supervisory skills, overseeing confidential and sensitive investigations.

Knowledge, Skills, and Abilities:

Ability to work collaboratively with a diverse institutional and public population, which requires professionalism, tactfulness, fairness, and decisiveness.
Strong organizational and leadership skills.
Knowledge of Tennessee Board of Regents/College regulation and State of Tennessee Laws.
Ability to practice effective communication techniques both orally and in writing including ability to coordinate a variety of resources in gathering information and independently answering inquiries.
Highly proficient computer skills including but not limited to Microsoft Office applications, email communication, and social media management.
Skilled in the safe and responsible use of firearms, non-lethal weapons, and other law enforcement equipment.
Experience in budget operations and management; training/teaching techniques for law enforcement personnel.
May be required to and therefore have the ability and willingness to work any shift assigned. Shift assignments may include nights, weekends, holidays, and various hours or locations that best meets the needs of the department. May also be required to report to work/remain at work even if classes are cancelled, the campus is closed, and/or the campus is working on limited operations in an emergency.

Pay Rate: $53,050 - $66,310 annual salary depending on experience
