Position Summary
Full-time position under the Management Personnel Plan (MPP) available on or after August 1, 2021 for the University Police Department.

Under the direction of the Chief of Police, when assigned, the Lieutenant may serve as the next-in-command of UPD. Assists the Chief of Police in planning, organizing and directing the work performed by personnel. Exercise direct supervision over the field operations of the department, which includes responsibility for the training and evaluation of personnel. Investigate complaints lodged against the department or other problems of a critical nature, making recommendations for possible course of action. Provide interpretation of public safety policies and regulations. Responsible for the review of correspondence and reports, the maintenance and evaluation of reports and the preparation and administration of appropriate budgets. May receive authority to act on behalf of the Chief of Police in his/her absence.

Job Duties
Duties include but are not limited to:
  • Assist the Chief of Police in planning, organizing and directing the work performed by subordinate personnel.
  • Coordinate the recruitment and hiring of university police personnel. Ensure university compliance with applicable state, federal and ADA laws.
  • Provide direct supervision over the field operations of the department, including scheduling, report review and written correspondence, and responsibility for the coordination, training and evaluation of personnel.
  • Act as Liaison Officer to various on-campus departments or groups and allied law enforcement agencies.
  • Represent the University Police Department in the planning and coordination of all major events which directly affect the safety and security of the university.
  • Research, develop and provide interpretation of public afety policies and procedures, while ensuring relevancy and compliance to applicable local, state and federal laws.
  • Act as Internal Affairs Officer, investigating complaints lodged against members of the department, ensuring compliance with local, state and federal laws, including the Peace Officer's Procedural Bill of Rights Act.
  • Coordinate all scheduling, staffing, budgeting, logistics and other administrative duties within the patrol or administrative division as assigned by the chief.
  • Participate in development, updating, and implementation of policy development and analysis, program development and evaluation, personnel administration and resource management.
  • Manage the development, scheduling and presentation of crime prevention programs geared for faculty/staff/students.
  • Research alternate forms of funding through such programs as the Federal Crime Bill Act and Community Policing Grant programs.
  • Manage all PRA requests to ensure UPD is fully in compliance with all laws and regulations.
  • Directly supervise and coordinate the University's Parking Enforcement, Parking Management Bureau (PMB), and Live Scan programs. Hear complaints lodged against the parking program or parking officers and determine appropriate dispositions at lowest possible level.
  • Coordinate recruitment, hiring and training of all new student parking officers, staff members.
  • Coordinate Warrior Express evening safety shuttle program, including recruitment, records check and training of volunteers. Research and implement improvements that expand access to and improve the quality of the evening safety shuttle program.
  • Identify, make recommendations, and manage implementation for improvements to alternate modes of transportation for students, faculty, staff and members of the public traveling to and from the university. Explore partnerships with public transit that bring access to the campus from the surrounding areas.
  • Oversee content development of department social media content to educate and inform the campus community.
  • Coordinate the enforcement actions of University Police Officers, as peace officers, for the State of California. Serve warrants, make arrests, appear in court, write reports and answer calls for service. Maintain personal level of proficiency as required by California Peace Officer's Standards and Training (POST).
  • Directly responsible for the delivery of police, dispatching, and parking services within the department.
  • Act as Watch Commander or Shift Supervisor.
  • Directly supervise or participate in investigations of a sensitive or complex nature.
  • Respond to calls for service when required.
  • Assess individual and departmental training needs. Coordinate training for all officers and ensure departmental compliance with the State of California Peace Officer's Standards and Training (POST) guidelines.
  • Supervise all sworn police officers and supervisors, community service officers, parking enforcement officers, and student volunteers. Prepare and complete required performance appraisals on personnel.
  • Conduct inquiries and investigate complaints lodged against departmental members and make recommendations on dispositions.
  • Update the on-going criminal statistics notification letter in response to the Student Right-To-Know" and Campus Security Act (Clery Act).
  • Purge all Public Safety records, documents and evidence in accordance with the guidelines provided by the Department of Justice.
  • Act as an Executive-In-Charge (EIC) in the absence of the Chief of Police.

  • Provide leadership and guidance to all employees by leading as a stellar example of how all employees shall conduct themselves while on and off duty.
  • Through appropriate training and special assignments, empower officers and employees with additional responsibility and accountability in their duties.
  • Other duties as assigned.

    Minimum Qualifications
    Education:
  • High school diploma or equivalent.
  • Graduation from a POST police academy.
  • Completion of a POST Management Program within one year of appointment.
    Experience:
  • Five or more years of active law enforcement experience.
  • Possess (or be eligible to possess) a POST supervisory certificate within the first 6 months of employment.

    Preferred Qualifications

  • Bachelor's or Master's degree from accredited institution.
  • Possession of Management POST certificate.

  • Completion of a POST Management Program within one year of appointment.
  • Ability to maintain personal level of proficiency as required by California Peace Officer's Standards and Training (POST).

  • Knowledge of modern police practices, techniques and methods.
  • Knowledge of principles and practices of organization and personnel management.
  • Knowledge of pertinent Federal, State and local laws and ordinances, particularly with reference to apprehension, arrest, search and seizure, evidence and records maintenance and traffic control.
  • Knowledge of principles and techniques of budget development and administration.

    License or Certifications

  • Valid California Driver's License, required.
  • Possession of a POST Basic Course and Intermediate certificate, required.
  • Possess (or be eligible to possess) a POST supervisory certificate within the first 6 months of employment, required.
  • Possession of Management POST certificate, preferred.
